SLCC-SLA Response to Questions

Question:

Why can't we change food and beverage services instead of HOA? We can't continue to lose money at the rate we are going, and the food service is poor at best?

Response:

The best answer we can provide is that the board has painted themselves into a corner by the way they selected Morrison/CCL and negotiated a very poor agreement. One has to Question why they decided to not include Food & Beverage in they agreement with Troon. 


It is public knowledge that FSR had agreed to buy them out of the Morrison/CCL agreement and take it back over. 

Mr. Burkel and Day had a vision for what they thought was best for Sun Lakes, but it does not align with what most would find acceptable. Therefore, they have chosen a path of concealment rather than transparency. 


Your question is one that most of us would like to hear answered by the board. Plus, you should recognize that we are now dealing with a board that has 3 new members who were not involved in the plot originated by Burkel and Day.

It may be difficult to ever get a good answer.


Question:

It is my understanding more than one board member voted to start negotiations with Troon. If this is the case why are you only targeting one board member for recall? This current recall sounds like a personal vendetta. Please explain why only one board member is targeted for recall.


Response:

Good question. Mr. Burkel is being recalled for a pattern of behavior over his 3+ year tenure. It is only personal to the extent that his questionable behavior and disregard for proper governance and fiduciary responsibility are affecting the personal lives of everyone in Sun Lakes. It is about your property values and HOA dues.

We can assure you that it is not just the Management company debacle. The previous board including Mr. Day sought to retain Troon starting back in May, 2023 without following established Procurement process.

Mr. Burkel and Mr. Day also initiated the Food & Beverage search resulting in the Morrison/CCL agreement. CCL took over the F&B amenity April 1, 2025. The previous PAC analized the agreement and identified 32 flaws. The report was made to the board on March 25, 2025 and nothing was done to either acknowledge receipt or mitigate the poor agreement. Unfortunately, the board did not act until we had already accumulated $700,000 in losses above the agreed upon subsidy. 

Burkel evidently learned nothing nor is will to acknowledge his failure and take corrective action. He has refused to respond to numerous calls from several groups and members that are imminently qualified in procurement.   The RFP developed without assistance from a Procurement Advisory Committee (PAC) is deficient. 


There are several other issues associated with his 3+ year tenure. 

  • You may remember that he was recalled by the Delegate Assembly last November, 2025. The recall was rescinded based upon an agreement reached with the board to reestablish the PAC and allow them to be engaged in the management company selection process. 

  • The PAC was reestablished in February, 2026 but has been prevented from participating in the process.

  • Finally, Burkel and Katz have inaccurately stated that only the Board can negotiate agreements. Davis-Stirling clearly states that a Board most certainly can involve an advisory committee.

  • So ask yourself why all attempts to help the board reach a good decision for Sun Lakes are refused? We believe it has to do with personal agenda with little to no concern about collateral damage that may accrue to Sun Lakes members.


Over the next few weeks more information will be posted on the SLCC-SLA.org and eblast sent to inform you as they are.  We did not initiate this process lightly.

Beakes, Tasko, and Katz are new to the board. As far as we can tell, Ganino and Beakes have expressed reservations over the objectivity of the selection and negotiation process. Burkel is driving with apparent reckless abandon. 

What harm could possibly come to our community for the board to take 30-60 days to initiate a couple true "town halls"?
